At the beginning, we have to decide if the law, itself, is constitutional. Then, assumpting as in this case, it is, we must decide whether or not a constitutional law is being employed in an unconstitutional manner.
In this situation, since the law doesn't come along to be discriminatory on its face against one of the enumerated groups (although it does mention religion); and, the law does not on its face conquer a fundamental right (although one could argue it does inhibit the right to free speech - assume that debate is not valid) - this law will likely pass Constitutional muster.

The test that would most likely be employ is: noetic basis.
Any person or entity challenging this law has the charge of proving the authorities does not have a rational basis for the law. In this situation, it is highly unlikely that an case-by-case or entity would carry that legal burden successfully.
All the same, since the affect of the law is to punish those, in a protected class, i.e., religion, who drill their right to free speech, this law is likely applied in an unconstitutional manner.



15. 01.

If a priest, pastor or other clergy - of any faith - addresses the moral fitness of a campaigner for public office their tax exempt status is revoked.
The conspicous result is the organization will ante up taxes. The less obvious answer is contributions will not be tax-deductible - making for some surprised and decidedly displeased taxpayers on April 15.
Thence, the organization is lower likely to raise money with which to adress a message that politicians do not want to hear.
